This one is similar to what to are looking for:

Cinnamon Ornaments

1 cup cinnamon
1 tbs. cloves
1 tbs. nutmeg
3/4 cup applesauce (let drain in a strainer for several hours)
2 tbs. white glue

Mix cinnamon, cloves and nutmeg. Add applesauce and glue. Work mixture with hands until smooth and well mixed. Divide into 4 portions and roll out to 1/4-inch thickness then cut with cookie cutters. Use straw to make hole for hanging (if needed). Put on wire rack to dry at room temperature for several days. Turn twice daily so they don't curl. Use ribbon to hang if needed.

Here are two other cinnamon dough recipes I found:

Applesauce Cinnamon Dough Recipe

1 cup applesauce
1 cup cinnamon

Mix the applesauce and the cinnamon until it gets to be a nice clay consistency. If it is too sticky, add a bit more cinnamon or even a touch of flour.

You can make shapes and designs or even use cookie cutters. Put the shapes in a warm, dry spot to dry - this takes a few days!

Cinnamon Bread Dough Ornaments

2 cups flour
1 cup salt
5 tsp. cinnamon
3/4 to 1 cup water

1. Combine dry ingredients
2 Add enough water to make dough (it shouldn't stick to your hands. If it does, add more flour. If it crumbles, add more water!)
3. Knead for 5 minutes.
4. Refrigerate for 20 minutes.
5. Roll 3/4 inch thick.
6. Cut and put a hole in them for a ribbon before you bake.
7. Bake at 350 for 1 hours.
8. Paint when cool.
