I searched around the internet looking for ways to die macaroni and ran across this one. I do remember using it before and it does work.
Put food coloring in Rubbing Alcohol and mix the macaroni around in it. Lay it out on paper towels to dry. The alcohol does not soak in the macaroni like water does. It shouldn't get soggy.
