My mother always used Ivory laundry soap (flakes) to make snow for our tree. She put some of the soap and some water in the bowl of her electric mixer and whipped it until it was thick like whipped cream. It would dry firm and stay in good shape. I don't know the proportions, but you might start with 1 to 1. She dropped this onto the branches by the spoonful. It looked so much like real snow to us children, that we didn't think too much of the spray variety after that.
