Not to dissapoint, I have never done one of these... however... the engineer in me says that you would make the pinata the same as you would normally out of paper mache (sp?) but as you layered the paper across the bottom and sides, you would also layer strings.
As I see it, about 8 to 12 inches of string would be covered by paper with the rest exposed to hang the correct length for a child to pull on. As they pulled the string would tear through the layers of paper, each loosening the pinata to the point of spilling it's goodies.
As you put in the strings be sure that a few will do enough dammage to finish the job properly. Some could only be a few inches covered and do very little at all. Good for a laugh. Others could tear out whole chunks. It would all depend on how you layered the string.
