Maybe you are refering to the flour and water that is cooked, same stuff used to make wallpaper paste or paper maiche (SP?)

Repost because of a typo
: When I was a kid we used to blow up a balloon and wrap string around it and then coat it with a mixture of either sugar & water or starch and water. When it dried we popped the balloon and cut a hole in the string and made Easter baskets out of them. Does anyone have the recipe for the "glue" mixture?
