You have to remeber "clean your room" is a very complex term that many kids never learn. If you make a rubric ( a form of evaluation, see below) it might help with this task that she has no idea how to conquer. Being much more specific might eleviate this problem all together.

Then state that if you get all points you get special treat. If (certain range) points you lose some priledges, and below X points you lose a special thing.
