She may be mature but she is still 16! I held a part-time job, too at 16. And I too got raises in that job because I was a good employee. That didn't make me an adult. Most teenagers have jobs. She does not have enough life experience to be dating a 23yo. If you lose contact with her after 3 years then it wasn't meant to be anyway.
I don't mean to be rude but it sounds like you need to do some growing up yourself. You need to be hanging out at places that don't have underage girls. You should be dating girls who are your own age....older than 18 at least.
Plus...if I remember correctly....she has a boyfriend. So even if you put aside all of the OBVIOUS reasons you shouldn't persue her, she is taken and you should leave her alone for that reason.
